Foreign Office, January 14, 1909. YOUR telegram No. 24 of the 12th instant on the subject of Macao. A telegram to the following effect from the Portuguese Government to the Portuguese Minister here has been communicated to me :-
Provided that the Chinese Government evacuate the posts in dispute, the Portuguese Government are willing that the names of their Commissioners should be withdrawn, and that a diplomatist or a military officer of the highest rank should be appointed in their place. Though the Portuguese Minister for Foreign Affairs is open to adopt any other suggestion which the British Government may suggest, he is of opinion that the above is the most honourable solution for both parties; there must be give and take on both sides. Portuguese Government allege that fresh military posts have been established in the disputed territory by the Chinese Government, and deny that any encroachments have been made by the Macao authorities.
